While in college, Bill volunteered for the rural fire department in Crawford County. In 1970, he returned to Overland Park, KS, and volunteered at the Overland Park Fire Department eventually becoming chief and serving for 11 years until his retirement in 1997. While Jahnke was busy being a volunteer firefighter, he earned his bachelor’s degree in mechanical technology and worked in construction management. During the construction of the Overland Park Fire Training Center in 1997, the two sides of Jahnke’s life collided irreversibly. Jahnke was the acting general contractor on the site of the department’s fire training center when he met Bernie Padgett.
Padgett owned a training tower company that he had started in 1980 and he was now ready to retire. When he heard Jahnke had retired from his position as chief, the two began talking. With his 28 years of firefighting experience and 45 years in construction management he was uniquely qualified to build fire training towers and to build fire training towers that met the specific needs of the fire service industry. Ever since then, WHP Trainingtowers has been building fire training towers with an undeniable dedication to quality, innovation, and firefighter safety.

With over 1,000 training towers worldwide including towers in Canada, Italy, Asia, Germany, and the Middle East, WHP Trainingtowers has provided the fire service with more pre-engineered metal fire training towers and buildings than any other supplier in the world. Even though Bill Jahnke is fully retired, his presence is still felt. His life and legacy will continue to inspire, and his training towers will continue to save the lives of firefighters worldwide.

WHP completes its 1,000th project with The Louisville Fire Department. The new facility includes five burn rooms, a dedicated roof training platform, and a wireless smoke system distributed throughout the building. This one-of-a-kind training center can simulate nearly any residential or commercial fire, providing firefighters with hands-on, real life training they simply can’t get anywhere else.

WHP Introduces the Mobile Hazmat Trailer which features realistic props from the Hazmat Instructor Series to simulate a wide range of emergency hazmat scenarios. Using air compressors it recreates smoke, liquid spills, gas leaks, falling cylinders, exploding drums, and more. Fully customizable, it allows hands-on training for situations such as plugging, patching, and neutralizing leaks using specialized props.
WHP introduces the next generation of live fire training thermal protection with their patented Pagenite Interlock tile system. The design features expansion and contraction joints to allow independent tile movement and flexibility, while offset mounting channels provide maximum air movement—ensuring the integrity of the thermal envelope during rapid heat and cooling cycles.

WHP unveils the MODx Modular Tower to the public at FDIC. Unlike traditional fire training shipping containers, MODx modules utilize fully galvanized structural steel frames that allow for open floor plans without any interior structural walls or supports. MODx is made with American Steel, can be easily expanded in the future and has a life expectancy that outlasts any other comparable product on the market today.
WHP designs the first fully integrated Hazmat City™ training facility for the Los Angeles County Fire Department. A custom-built industrial warehouse and lot with dozens of training simulations, this facility provides “real-world” scenarios for first responders. A state-of-the-art control room allows instructors to generate sounds, odors and unexpected actions to provide the most realistic hazmat training exercises.

Fire Chief Bill Jahnke (Ret.) purchases Werner-Herbison-Padgett and relocates the company to Overland Park, KS. Bill has over 28 years of firefighting experience coupled with over 45 years in construction management managing large scale construction projects.
Werner-Herbison-Padgett introduces the first high temperature, thermal insulating burn room liner specifically made for fire training - Padgenite™. The patented calcium silicate tiles protect all types of buildings — whether concrete, metal or shipping containers – withstanding temperatures of up to 2000ºF. Our thermal lining system also greatly reduces the maintenance associated with other products.
Bernie Padgett founds Werner-Herbison-Padgett, a large Chicago construction company. Padgett has a reputation for quality, integrity, and customer service. Seeing the need for a fire training building that withstands repetitive use in harsh environments, he introduces the first ever metal fire training tower. His very first training tower is still in use today in Kotzebue, Alaska...over 45 years later!
Maggie brings 15+ years of experience in business and construction management to her role as CEO. She oversees operations and development while working closely with the project team to ensure every build meets expectations for quality, budget, and timeline.
Maggie holds master’s degrees in both business administration and finance and leads a certified Women’s Business Enterprise (WBE). She is active in the fire service community, partnering with national organizations and industry leaders.
Since his start with WHP, Joe has been engaged in over 900 projects, and he brings with him 25+ years of experience in construction. At WHP he oversees sales, R&D, manufacturing, and customer relations. Starting as a sheet metal apprentice, he advanced through field engineering and project management.
Joe is responsible for developing the durable and low-maintenance Padgenite™ Interlock burn room liner. He also spearheaded the design of our patented MODx Modular™ building system. Outside WHP, Joe serves on the NFPA 1400 committee.
Steven uses his 20+ years of hands-on experience across construction, manufacturing, and maintenance to oversee daily operations and development. At WHP, Steven has been involved in numerous large-scale projects, including 2 years on-site for the development of a hazmat facility in Los Angeles County.
Steven has contributed to hundreds of projects, advancing from installation technician to product leadership. He has played a key role in developing solutions like the MODx modular building system and complex training props.
Rob brings 25+ years of commercial construction experience and 15 years in the fire service to his role leading the preconstruction team.
A retired fire captain, Rob uses his "translator" superpowers to work with architects, local officials, and fire service leaders. From early concept through customization, he helps departments design facilities that meet real-world needs while staying on budget.
Jason is a leader in business development and brings over 20 years of management & ACE experience. He has consulted and worked with numerous architects & engineers with an emphasis in pre-engineered construction. Jason excels in helping clients navigate the design phase and make the best possible infrastructure decisions while remaining on time and on budget.
Clint brings a diverse background in building, production management, and sales, along with nearly 15 years of experience in the fire industry. His expertise includes lining installation, NFPA inspection, and consulting.
Having worked in wide-ranging roles across the U.S. and internationally, Clint offers a unique perspective – he doesn’t just sell the buildings; he’s also built them, enabling him to guide clients through every stage of facility design, construction, and training.
Chris, a seasoned Louisiana firefighter with 35+ years of experience, has been a valuable member of WHP for over 5 years. His journey began when he oversaw the construction of a WHP tower for his department. This experience, coupled with his background in law enforcement and all aspects of construction, provides him with a unique perspective into the building process.
Chris recently retired as an assistant fire chief. He currently travels the country, performing NFPA 1400 inspections on training towers. He actively participates in the sales process with customers.
Currently a battalion chief, Greg has over 30 years of experience in the fire service and is a member of the Florida Fire Chiefs Association. He has a passion for training and understands what a facility needs to get the most use out of it.
Greg holds a bachelor’s degree in public safety administration and a master’s degree from University of Alabama in communication studies. He's a state-certified fire service instructor, live fire training instructor, fire officer, and paramedic.
Bill combines fire service leadership with expertise in construction and fire protection engineering. A former fire chief of the Overland Park (Kan.) Fire Department, he currently serves on the NFPA 1400 Committee on Facilities for Fire Training and Associated Props and brings over 45 years of construction experience to WHP training tower projects.
